Classic crypto market metrics have suddenly stopped reflecting reality. Bitcoin’s discount on the U.S. exchange Coinbase relative to the international Binance has hit a yearly high, with the Coinbase Premium Index collapsing to around −0.06%.
In normal times, such a chart gives traders a cold sweat: the index going deep into the red zone means that large funds in the U.S. have started massively dumping crypto.

However, the current collapse of the indicator turned out to be a technical illusion. It was provoked by the emergency freeze of operations on Binance immediately after a large-scale hack of the exchange, which completely blocked classic cross-exchange arbitrage.
Why arbitrage no longer works (and what security has to do with it)
The anomalous price gap coincided with the largest incident in the industry’s history: on October 29–30, hackers attacked Binance’s hot wallets, withdrawing about $6.3 billion. The exchange promptly froze half of the stolen funds on the blockchain, and the head of the platform promised to fully cover the remaining client losses from the SAFU reserve fund.
Nevertheless, amid the panic, the price of Bitcoin dropped to $77,000–$78,000.
To localize the problem, Binance completely shut the gateways — it temporarily banned any deposits and withdrawals of funds. This decision instantly paralyzed cross-exchange arbitrage. Large players physically could not buy the temporarily cheaper Bitcoin on Coinbase and transfer it to Binance to even out the price.
Liquidity was locked inside the platforms, which caused the discount to artificially swell to its widest level in a year.
As noted by Galaxy Research’s head of research Alex Thorn, due to the blocking of transactions, the discount on Coinbase temporarily stopped being a signal of weak demand in the U.S.
On November 1, Binance announced a phased reopening of withdrawals, starting with BTC and ETH. Now the market is waiting to see how quickly arbitrageurs eliminate the gap. If the gap closes in the coming days, it means the anomaly was purely technical.
If the negative spread becomes entrenched, it will be an alarming signal of a real cooling of American capital.
